Kaiserreich Submod: 2ACW Canadian Intervention Rebalanced

Many people have complained about the Entente intervention into the Second American Civil War being unbalanced in the latest Kaiserreich update. This is my attempt to fix the issue.

-When Canada intervenes, they get a national spirit preventing them from calling in the rest of the Entente. New England is automatically called into the war as well, and they get the same national spirit. Both nations will lose the national spirit once the CSA is defeated.

-It is now much easier to get the Canadian-CSA white peace event; it should fire as soon as the CSA captures Ontario. This peace gives the CSA New England and Alaska, and it removes the national spirit from Canada. The CSA AI now always accepts the peace, but if the player rejects it, Canada will lose its spirit and be able to call in the rest of the Entente.

-AI New England will not use the decisions to reclaim the USA.

-Panama will always bend to Canadian demands during the Panama Canal crisis. This is necessary because if Canada wins, they puppet Panama, Panama is automatically called into the 2ACW intervention, and they then call in the rest of the Entente. If there are any other ways for Canada to gain puppets pre-2ACW, please report them and I will remove them.

-Lastly, no US factions will ever declare war on Canada for seizing New England. There was already only a 1% chance of this happening, and it inevitably lead to stupid results since the game is clearly balanced around this not happening.
