Summary:
Historical Industry seeks to rebalance industry in HOI4 to make it more intuitive and historical while remaining lightweight and compatible with other mods. This mod is loosely based on how industry works in Kaiserreich – factories are more expensive and economy laws now "ramp up" the way conscription laws do – but I have also added a number of other tweaks with the intention of making mechanics more balanced, consistent, and historical.

Why this Mod Exists:
As someone who is getting a degree in economics and also studies World War 2 as a hobby, I believe that the industry mechanics in HOI4 have little basis in actual wartime industrial economics. Many of the core problems with this system, such as there being no relationship between industry and population, are beyond the ability of mods to rectify. However it is possible to rebalance industry to improve historicity and consistency, as well as avoid outcomes such as Italy always quintupling its IC within a handful of years. Thus I have created this mod to enhance my enjoyment and immersion when playing HOI4, and I hope others enjoy playing with it as well.

Main Features:
– Civilian factories, military factories, and synthetic refineries cost 50% more than in vanilla.
– The cost of all other buildings, including dockyards, is unchanged (but I may make further tweaks if this doesn’t play well)
– Economy laws now cost 100 PP each and work like conscription laws. Going from civilian economy to early mobilization costs 100, civilian to partial mobilization costs 200, etc. This makes the transition to wartime production more natural and prevents situations where political power is wasted by switching laws too early.
– Civilian economy and early mobilization no longer decrease civilian factory construction speed. This is to encourage the early construction of civilian factories before a later switch to military industry.
– War economy and total mobilization give lower benefits to military factory construction but relatively higher bonuses to military factory conversion. Between this and the higher cost of military factories, conversion should be much more viable.
– War economy now costs 1.00% recruitable population.
– AI Germany won’t switch to war economy until 1942, and AI Italy will never switch to it at all. This mod is about making the game HISTORICAL, not enabling Wehraboo fantasies any more than HOI4 already does.
– Total mobilization gives 15% consumer goods factories, up from 10%. This prevents cases where a country at total mobilization could reach 0% consumer goods factories by stacking high stability with a -5% consumer goods factories modifier from a focus or advisor.

The Future of this Mod:
I will continue to tweak this mod based on player feedback and my own observations. In the near future I hope to improve the balance of factories in occupied states and industry techs (nothing crazy like adding new ones, just balancing what’s already there.)
