More reichskommissariats&occupation decisions
This mod adds more decisions of forming the reichskommissariats by the German Reich (you have to complete the "Form the reichskommissariats" focus).

Historical changes:
-the capital of the reichskommissariat Ostland was moved to Riga
-Bialystok is not longer province of the reichskommissariat Ostland
-the capital of the reichskommissariat Ukraine was moved to Rowne
-portraits of leaders of the reichskommissariats Ukriane, Ostland, Niederlande, Norwegen and Belgien-NordFrankreich were changed from generic to real ones.
-The Generalgouvernement can be formed.
-decisions about transfering states into Romania (Transnistria) and into the Generalgouvernement (Galicia).
-Siberian country was created
-The Reichprotektorat Böhmen und Mähren can be formed.
