No Troop Spamming
INTRODUCTION
In no circumstances should we pretend manpower is an infinite resource.
This mod adds hefty penalties as you go up the conscription law ladder to reflect more realistic consequences of the decisions.
Notable changes:
1) All recruitable population percentages are adjusted.
2) Very heavy penalties for your troops and airforces if you go above "Extensive Conscription".
3) You receive buff for staying in "Volunteer Only", but it is changed only available to democratic countries, partially to prevent China and Soviet from abusing it.
COMPATIBILITY
Compatible with any mod that does not change the manpower file.
