Democratic Collab Government
This mod makes it so collaboration governments from La Résistance can be made by democratic governments. This can be especially powerful with the democratic ideology’s ‘Local Autonomy’ occupation law and all their colonies.

Also the democratic AI does not actually turn all of it’s colonies into collaboration governments, only it’s most powerful ones. For example the UK will create British Egypt and Sudan and France will do French Algeria and Syria, but not much more.
If you wish to disable the AI from creating these collaboration governments, the mod linked above does have this as a secondary functionality.
