I haven’t played HOI4 in a minute and honestly forgot about this mod. I was blown away to see so many of you still subscribed, commenting, and keeping this ancient 2016 relic at 5 stars. Since we just hit the 10-year mark, I decided to say thank you the only way I know how: by ignoring my real life, dealing with an angry girlfriend and an even angrier cat, and grinding out a massive overhaul.
For the last decade, this mod simply uncapped volunteer limits. It was chaotic fun, but it led to unhinged situations; like the AI starving 200 Soviet divisions in the Spanish mountains.
For this anniversary update, the mechanics have been completely rebuilt. The AI has been reeled in, and you now have actual strategic agency to scale your intervention forces through brand-new custom decisions.
Features:
Player-Driven Decisions: Spend Political Power to unlock foreign intervention and massively scale up your own volunteer caps when proxy wars heat up.
Rebalanced Baselines: The base volunteer limit is now 15% (up from vanilla’s 5%, but way down from the old 1000% buff). You (& the AI) get a slight boost, but you need decisions to truly escalate.
Accessible Intervention: Lowered the army size requirement to send volunteers from 30 divisions down to 5.
Balanced World Tension: Volunteers generate significantly less world tension, preventing the globe from boiling over in 1936.
Compatibility: Works seamlessly with or without DLCs. (Not Ironman compatible, sadly).
A Quick Note on Testing:
I didn’t get the chance to fully playtest every single edge case with the new decision mechanics. Please let me know in the comments if any weird bugs pop up or if the balance still feels off, and I will get them patched!
