Description:

Invite another faction to join your faction. (untested)

To invite the other faction to join your faction
*world tension needs to be higher than 50%
*None of your faction members has war with any of their faction members
*one of your faction members needs to share a border with any of their faction members
*one of your faction members needs to be at war with someone who is also at war with one of their faction members
*you need to be faction leader
*you need to share the same ideology as their faction leader.
