Wasn’t happy with how the espionage system turned out. Always seamed to lacked effectiveness, too much effort for too little gain. The limited number of operatives, the crippling effect of suffering an early capture or injury, the grueling volume of work needed to build a worthwhile agency, all made the ‘Spy’ system a bit ‘Lackluster.’
This mod is a major re-write of HOI4’s espionage. An attempt to make it something more than a ‘Trivial Waste" or a ‘Useless Time Sink.’ That said, great effort was put into balance as well as content, nothing should be overpowered and the AI has been modded to use this new system effectively.

The agency branch upgrades are completely redesigned. Nearly everything is changed, the most extensive of which, are AI weights to convince a computer controlled nation use the system intelligently
All existing operations are redesigned. The costs & effectiveness of most are reduced by 20~50% to balance an increased mission tempo against a larger operative pool. Most operations are now chained with other operations or upgrades. Agent Missions now require a fair amount of build up that, once done, can be completed with great frequency.
Operations first require an appropriate infiltration mission, each infiltration mission requires the appropriate Agency upgrade. Infiltration missions do have a larger than normal time investment (~120 days on average) subsequent ones, (fake intel, sabotage, etc…) average around ~45 days. A “Prep Sabotage Operation” must be completed to perform sabotage operations.
- Additional agent slots gained per 4 agency upgrades (to max of 8.)
- Max number of agents raised to 16, possible via Industry, Faction members, and advisors.
- Max agent level raised from 2 to 5
- Increased chance new agents will start with traits
- “Regional Training Centers” no longer requires the “Local Training Centers” Upgrade.
- Balance changes – effectiveness of agent missions -10~30%
- Strength of contribution agents add when Stacked (working together) +10~20%
- Agent XP gain +10~20%
- Agents gain XP (a small amount) from maintaining a quiet intel network
- Network Strength Loss Rate -10%
- Slightly Increased the effectiveness of overlapping radar & recon planes for gaining Intel.
- Economy and Industry Laws now effect Intel revealed to other nations.

- CSRZ’s ‘Realistic & Immersive Intelligence Agency Emblems’ is fully integrated into The Agency
- A “Foreign Assets” Tracking window added that lists completed infiltration missions. (From “Black Ice” mod)

A: Its listed above but is easy to miss. In order to activate operations you need to a)Have performed the appropriate department upgrade and b)infiltrated the appropriate branch. (IE: to perform a collaboration government you need a Civ/Industrial department upgrade and a successful civilian infiltration. To steal Naval blueprints you would need a naval upgrade and infiltration, etc…)
