Note this mod requires the mod Kaiserreich – Legacy of the Weltkrieg in order to work.

It does NOT however, require The Agency as this mod completely replaces it.

I (and from what I can tell many players) was never really happy with how the espionage system turned out. Always seamed like it lacked effectiveness, too much effort for too little gain. Myself, I always felt that the limited number of operatives available, the crippling effect of having an operative captured or injured early on, and the grueling work necessary to build an agency that is actually worthwhile, made the ‘Spy’ system for HOI4 come across as a bit ‘Lackluster.’

This mod includes changes and balance adjustments to the otherwise limited espionage system. An attempt to make Espionage something more than a ‘Trivial Waste" or a ‘Useless Time Sink.’ That said, allot of effort was put into making these changes balanced and fair, so don’t expect things to be over powered.

The biggest changes include several new department upgrades, x3 new operative traits (x2 Can be acquired via mission experience) and a drastic increase in the number of operatives you can have at once, increasing the speed you get them, and removing the need to be in a large faction to gain an agency worth a D***. Additionally, all balancing adjustments originally targeted to the vanilla game, have been re-balanced to ‘Keiserreich’

  • “Web of Lies”

    Intel Network Strength Gain Factor +25%

  • “Insurgent”

    Sabotage, Strengthen Resistance, & Resistance Contacts (Risk, Cost, & Efficiency all +/-15%

  • “Scientist”

    Capture Cipher & Steal Blueprint (Risk & Effectiveness) +/- 15%

  • “Revolutionary” – not included in this merged mod
New Agency Branch Upgrades
  • Vanilla Army/Navy/Air/Civ Departments

    Each given x2 extra levels +20% Intel Each

  • New Upgrade “Communications Security”

    x4 levels each reducing intelligence gain on your nation by -10% each, final upgrade also grants additional Cryptology level

  • “Portable Radios” changed to “Communications Protocol”

    x2 levels, each gives Coordinated Strike Effectiveness +100% & Intel Network Strength Gain Factor +10%

  • New Upgrade “Internal Security”

    x4 levels, each modifies ‘Enemy Intel Network Strength Gain’ -10%

  • “Local Training Centers” changed to “Operative Recruitment”

    ½ strength but with x4 levels

  • Vanilla “Radio Interception Group”

    given x1 additional level

Other Changes
  • Total possible Number of Agents raised to 16 with as many as 8 gained via agency upgrade alone.
  • Increased chances of new operatives starting with traits
  • Rate new operative slots are gained increased in frequency.
  • “Regional Training Centers” now part of having an agency and no longer requires the “Local Training Centers” Upgrade.
  • PP cost of recruitment of Operatives via ‘regional training centers reduced from 50 points to 20 points
  • Various Balance changes – reduced effectiveness of many missions and operations by between 10~30%
  • Strength of contribution operatives add when Stacked (working together) increased 10~20%
  • Operative XP gain +10~20%
  • Operatives now gain XP (a very small amount) from maintaining a quiet intel network
  • Base Network Strength Loss Rate Reduced by 10%
  • Slightly Increased the effectiveness of overlapping radar and wings of recon planes when accumulating Intel.
  • "Linguistics" trait repaired and now functions correctly.

Q: "Will you be expanding this mod in the future?"

A: Sort of. Initially these changes where part of a larger (and far more ambitious) mod. After loosing hundreds of hours of effort due to nonsense with paradox updates corrupting my work, I elected to make a variety of smaller “bite-sized” mods broken down by theme. These where simply some basic changes I had made to the ‘Spy’ system as part of that larger mod (sans some of the crazy stuff that didn’t fit into a normal game.) In other words, I’ll update any basic changes as I work on my other mods, but have no intention of developing this outside of that context.

Q: "How about fixing *insert other ‘La Résistance’ bug here*?"

A: Its doubtful, but possible. Did stumble across a few fixes while making these merge mods, including a brilliant fix for the "Linguistics" trait (Thank you the R56 team) If i stumble across a fix for anything else, or find one really needs fixing, then I’ll pound one down here and there. These fixes (if I DO make some) are less likely to be represented in the "merge-mod" version of this as I’ll be hesitant making changes that could screw up Keiserreich.
