Issues:
– Wargoals via Focus Tree against the Yakuza go against the Jackals
– The focus "Going Cold Turkey" and "Old Allies" make lorewise no sense
– Air Chief Schultz and other Enclave advisors and generals not available
– States for Free Mexico are wrong
– Some nations can’t be integrated or attacked via the focus "The Gannon doctrine" or "As firm as Granite"
– Probably needs some wargoal and annexation decisions for the new nations in Nevada
