Gives an event on startup to give all nations a national spirit that lowers the amount of divisions the AI wants to produce by 60%.
The only issue with the original mod is that some nations that get created later in the game (for instance if you disunite Germany as France) don’t get this national spirit. I’ve simply added a new decision that fires the startup event.
