NO New Faction Create and Join

Since similar mods that I have tried are made either only for the original (which is suitable for some mods that do not change the rules of the game) or for certain mods.
I decided to make a mod that will fit both the original and any mod without any conflicts in the files.
The mod does not affect the existing rules of the game.
And adds new ones separately, which allows you to use the mod without any problems.
The mod allows you to disable the creation of new Alliances, as well as the ability to join existing. (Countries can still create Alliances and join through events, focuses and decisions)
Works with all versions of the game.
Works with most existing mods.

Так как подобные моды которые я пробовал, сделаны либо только для оригинала(который подходит для некоторых модов что не меняют правила игры) или для определенных модов.
Решил сделать мод который подойдет как к оригиналу так и к любому моду без каких либо конфликтов в файлах.
Мод не затрагивает существующие правила игры.
А добавляет новые отдельно что и позволяет использовать мод без каких либо проблем.
Мод позволяет отключить создание новых Альянсов, а также возможность присоединяться к существующим. (Страны по-прежнему могут создавать Альянсы и присоединяться к ним с помощью событий, решений и фокусов)
Работает со всеми версиями игры.
Работает с большинством существующих модов.
