This mod is destroying the whole idea of collaboration government based on compliance.

Have you ever wanted to create a colony that has core on all its land, has color and name of your country? This mod is for you!

Features:

1. Collaboration government now need 1% of compiance.

2. Collaboration governments have core on everything they own.

3. Everybody can create a collaboration government.

4. AI will not create collaboration government.

5. Collaboration government gives 80% of its factories to overlord.

6. Collaboration government can´t raise its autonomy, but can be annexed.

7. State transfer system via decisions.
