Military Tweaks

Combat Tweaks is a mod that only rebalance existing game values. Its goal is revalue certain units and balance the game overall to push the gameplay toward a more offensive one. You can find any thoughts regarding the changes i made so you can understand why i balanced them.
Changes
- Armored Cars : +2 Defence, +2 Breakthrough and +1 Soft attack (Very small buff, since they very cheaped, i don’t want to make them overpowered but just make them viable as an alternative for light tanks for small nations)
- +5% Soft attack on each artillery tech for SP-Artillery (More effectiveness for SPA)
- +5% Hard attack on each anti-tank tech fot TD (Same for TDs)
- Reduced cost of fixed superstructure turrets : 0.25 (from 0.5) IC for light, 0.5 (from 1.5) IC for medium and 2 IC for Heavy (from 5) (it’s only logic that fixed turrets are cheaper than rotating one)
- Reduced xp cost of sloped armor to 5 XP (from 10) but increased production cost by 15% (from 10%)
- Field hospitals don’t require trucks anymore (essentially a lot cheaper, IC need for field hospital were a big turn off, i hope that it’ll make them better)
- Recon companies give 5% attack bonus on tiles they improve (making recon more important)
- Light tank recon mouvement bonus reduced by 5% in mountains and marshes (because they’re tanks)
- TD breakthrough reduction fixed to -20%
- SP-AA breakthrough reduction fixed to -30%
- SPA breakthrough reduction fixed to -15% (For the aboves, avantaging diverse tank divisions, reducing huge breakthrough debuff to special tanks, for original tank divisions)
- River crossing penalty : for small rivers the attack reduction is half, and for large rivers -33% penalty (I personally think that sitting behind a river was just too much rewarding, and it makes the game slow, boring and a lot less dynamic, it’s part of making the game more offensive since obstacles won’t save you for a lifetime)
- Planning : +5% initial planning bonus, -33% planning penalty when microing units (This is made to encourage big timed offensives by the players, you won’t lose as many planning value when moving the units yourself, which is the basic of multiplayer)
- Anti-Air targeting to chance : 0.07 => 0.06 (A very small change, i fear to make it too much, basically it reduces the chances of groud AA to shoot down attacking planes, penalizing no-air builds and encouraging small fighter groups investments to fight off ennemy CAS, you should consider it now.
