Ebby Tweaks is a submod for Hearts of Iron IV built on the Millennium Dawn mod. Originally created as a collection of personal adjustments, it has evolved into a broad refinement pass across multiple systems including:
- AI behavior
- raids and modern warfare mechanics
- economy and production
- diplomacy and peace outcomes
- naval, air, and missile systems
- Military Industrial Organizations (MIOs)
The goal is simple: make Millennium Dawn more responsive, consistent, and strategically rewarding—without breaking its core identity.
Ebby Tweaks is designed to:
- enhance weak or underutilized systems
- reduce RNG and inconsistent outcomes
- improve AI competence and decision-making
- reinforce existing MD mechanics rather than replace them
This is a refinement mod—not a total overhaul.

One of the most extensive changes in the mod:
- Rebuilt raid calculations for success, critical success, and failure outcomes
- Strong emphasis on:
- radar advantage (air_agility scaling)
- interception presence (fighters in AOR)
- air defense and counterplay
- Removed excessive RNG dependence in favor of controllable factors
- Increased damage and strategic value of successful raids
- Integrated hooks for Warfare Overhaul collateral systems
Result: raids reward preparation and positioning instead of luck.

- Added and expanded multiple missile-focused MIOs for major nations (USA, UK, Japan, India, Iran, Russia, France, Italy, Israel)
- Added a fully functional generic missile MIO fallback for all nations
- Each MIO includes:
- full 5-tier upgrade trees
- doctrine-inspired trait paths based on real-world strategic focus
- meaningful tradeoffs (cost vs performance, specialization vs flexibility)
- Introduced new naval-focused MIOs centered around carrier warfare:
- increased carrier capacity and task force efficiency options
- specialization in naval aviation and deck operations
- balanced with IC or production tradeoffs where appropriate
- Fixed missing localization, icons, and empty trait trees present in base MD or earlier builds
Result: MIOs are no longer filler—they are a core progression system with real strategic impact.
