Description:

This mod fixes bugs and things that I consider oversights in the MtG Netherlands focus tree. I tried to make the tree more consistent across its different branches while sticking to its original idea, without adding subjective buffs or nerfs. Initially I was only going to change a few things for historical playthroughs, but I did end up digging through the bug report forum and added some more stuff that hasn’t been fixed yet. If you find more things that you think need fixing or tweaking (or if this mod doesn’t work as promised), let me know.
The mod only edits the files for the focus tree, the events and the decisions of the Netherlands. So unless those get changed in an upcoming patch, the mod should still work even when outdated. Same goes for compatibility with other mods, it should work with everything that doesn’t change these three things. It is not Ironman compatible, but should work in multiplayer as long as everyone uses the mod.

Something I won’t include in this mod are changes to the monarchist path to make it more flexible for non-historical games. It’s so intertwined with the historical democratic path that it would at least require new conditions and effects for "Revive the Buffer State Proposal" and "Wilhelminism" so they always work regardless of circumstances, preferably a restructuring of focuses as well so you don’t have to bypass half of your political focuses. Such reworks are not the goal of this mod (for now).

Changes to focuses:

– "Prepare Naval Expansion" and "Strategic Bombing Defense" can now be bypassed after losing control of the mainland, like it works for the 4 industry focuses leading to "Philips", so you’re no longer locked out of your air or navy branch if you didn’t rush these focuses before capitulating.

– "Prepare Naval Expansion" no longer adds its dockyards to a random owned and controlled core state that isn’t Holland (naturally Friesland or Brabant), instead it always adds them to Brabant which receives the overall least amount of building slots out of the three mainland states. This was the only focus in the focus tree that picked a random state.

– "Unity through Democracy" no longer makes the UK AI hostile towards the Netherlands, instead it makes them friendly: The AI strategy modifiers for alliance, befriend and protect were changed from -200 to 200. The main effect is that the AI will no longer reject your request to join the Allies by completing the focus "Go with Britain", but it will also allow you to access its licenses now. This might be a controversial fix since the vanilla behavior definitely felt unintended, but I had no clear idea what the true intention might have been.

– "Ship-a-Day Sinking Quotas" has been fixed to give a -50% discount on submarine operations doctrines, instead of an outdated +100% research speed bonus that had no effect.

– "The Battlecruiser Plan" now grants you an actual battlecruiser instead of a battleship, using battlecruiser armor 1 to match the historical armor belt. The main battery has been upgraded from level 1 to level 2 for the same reason, matching the historical design. The focus now additionally adds the basic heavy battery tech to go with the updated design. The early heavy ship hull tech (which contains the battlecruiser armor 1) is not added since its name is missing in the localization files and editing those would limit compatibility with other mods, though acquiring the design permanently unlocks the armor module anyway.

– "Develop the Randstad" had 2 of its civilian factories moved from Holland to Friesland. In vanilla, going for this branch and completing all other available focuses that grant factories, dockyards or building slots, you would end up with 27 slots in Holland: 10 base + 17 from focuses. This change makes the focus tree stay within the limit of 25 building slots per state.

– "Continue the Public Works" had its required controlled state changed from Holland to Brabant to match the state where it adds a factory. "Develop the Randstad" and "Assume the Naval Burden" had an additional required controlled state added to match the states where they add factories. "Prepare Naval Expansion" no longer requires all three mainland states to be controlled, but only Brabant which is where dockyards are added now.

– "Cave to the British" can now be bypassed once the UK has completed "A Change in Course" instead of having to wait for them to flip ideology or to stop existing. This makes the focus work like "Cave to the Germans".

– "Main Trade Neutrality" can now be bypassed if either the UK or Germany have completed their respective non-historical focus ("A Change in Course" or "Oppose Hitler") or if either country doesn’t exist, instead of having to wait for one of them to flip ideology. Again, this brings it in line with "Cave to the Germans".

– "Placate the Japanese" will now be bypassed if Japan isn’t fascist. In vanilla, the focus is only available if they are fascist but cannot be bypassed if they aren’t, so with this change you can always access "Assume the Naval Burden" in non-historical games as long as you joined a fascist Germany.

– "Placate the Japanese" will no longer by bypassed if you’ve lost Suriname (your South American colony with aluminum). This was a pretty random condition since controlling Suriname was not required to complete the focus in the first place, and it’s supposed to deal with the Japanese interest in the Dutch East Indies which have no connection to South America.

Changes to decisions:

– "Placate the British" now becomes unavailable once the UK completes "A Change in Course", making it work like "Placate the Germans" which becomes unavailable once Germany completes "Oppose Hitler".

Changes to events:

– When granting full control of the Dutch East Indies to Japan during the events of "Placate the Japanese", you now get the full 8 military factories that the tooltip promised you. Previously, you’d only get 6 despite the tooltip saying 8.
– Events for "The Battlecruiser Plan" updated for the new ship design.
