Description:

A very simple mod that allows both players and AI to build factories

MOD content:
1. Allow players and AI to build factories (now AI can really build them in correct way)
2. Reduce the construction cost of civilian factories to 8000 and military factories to 6000
3. Modify some technologies to increase the construction speed of civilian and military factories
