Description:

Prohibit AI from building railways.
At present, it is not possible to dismantle the railway, so the following methods are used to achieve the goal:
1. Delete all existing railways.
2. Provide bills for "AI built railways" and "Player built railways"
remarks:
1. AI built railway effect: the speed of building railways and supply centers is adjusted to -1000% (close to being impossible to produce)
2. Player builds railways: The speed of building railways and supply centers is adjusted to+300%
