Kaiserreich – No Annexation Debuffs
Removes the stability and war support debuffs found in annexation decisions.
This only applies to general annexation decisions, so "special" annexation decisions (e.g. Germany annexing Austria) will still retain their debuffs.
I primarily made this because I found it dissatisfying to suffer such extensive debuffs when establishing a colonial empire in Africa and the Middle East, but the changes will work for annexation decisions globally.
