In original you spent civilian factories to build new factory slots, new factories, urbanization.

In this version instead of factories you spent consumer goods.
So it is more profitable for minors like Estonia, Ethiopia, cause they didnt have much factories at start. But may be not profitable for majors like Soviet Union or German Reich.

Big changes. New effects for state’s urbanization. New modifier "state population growth", thanks to RandomG#1304
New modifiers will show up in the special section for them in the bottom of the selected state view, like Ethiopia states.
1 level Urbanization – 30% monthly population growth, 20% supply node construction speed
2 level 50%/40%
3 level 70%/60%
4 level 95%/80%

Increased decision weight "Urbanization" for AI 3 times

Recommend to start new game

Version 1.6
Decreased requirements for "Add building slot" decision. -1 infrastructure level
AI now can choose first level of "Urbanization" decision. Need feedback
