Colonization mod (by Quarior)
Mod add a option to colonize countries with idea "can_be_colonize" in decisions on map view.
They have game rules to set continents colonisables (if nation not exists).
For add a country to get this idea, only "set_country_flag nation_can_be_colonize". Otherwise, a nation XYZ is already setup. Only need to attributes states.
