Total Compliance
Just simpler alternative to coring mods, who needs cores when you get access to everything at 100% compliance?
Non-Core Manpower, Local Factories and Resources are gained equal to compliance %.
This means that at 100% compliance you more or less have access to everything that state provides as if it was a core.
This also indirectly improves any buffs that give additional compliance.
Maximum compatibility, will only conflict with mods that modify the effects of compliance.
