Nuke it into submission
With enough nukes, you can now force enemy countries to surrender without even taking a piece of their land
Changes:
– Nuclear strike now inflict a stacking surrender limit debuff on enemy country that depends based on their factory count and their nuclear capability
– Nukes now kill people (check amount in changes notes)
# What? They don’t surrender yet? Just nuke them more!
