add a GUI in the uppon-left of state UI，so that you can transfer its right of control，develop its economy and military
# 2.new focus tree
mod`s new version add a new focus tree,there are some joint focus.the old focus tree is not recommend，becouse it maybe delete/reset in next version
# 3.national development decisions
player and puppet both can use this decision for gain buff,if you thought it is so strong that can`t gain good mood,you also can close it
# 4.new volunteer
# you can ask puppet send volunteer to war nation or send military assistance
# 5.player-puppet cooperation
player can create MIOs union,military union,economic union,research union and gain strong buff and decisions
