On The Clouds Of Heaven – The Final Judgement

Here is (yet another) standalone revival of the (in)famous ‘On the Clouds of Heaven’ mod, now updated to work in 1.17 and also featuring a brand-new focus tree for the ‘Final Judgement’ route.
Our intention in uploading this is to, at the very minimum, keep the mod updated for current patch content in perpetuity, ensuring that it may always be made playable (though not necessarily bug-free) following each major update or DLC release. This release should be treated as an open beta, as it WILL have bugs and it is NOT complete (for example, there is no substantive content for the Infernal Wrath route as of yet). Please contribute to this project’s development by pointing out any issues you find, as well as offering assistance to our development team if you are able and willing.
PLEASE KEEP IN MIND THAT THIS MOD, PARTICULARLY WHEN IT COMES TO THE ‘FINAL JUDGEMENT’ ROUTE, IS VERY MUCH A NARRATIVE-DRIVEN EXPERIENCE, AND YOU WILL BE EXPECTED TO PAY CLOSE ATTENTION TO THE PROMPTS AND NOTICES WHICH DESCRIBE HOW CERTAIN GAMEPLAY FEATURES WORK.

As Europe teeters on the brink of war, the Vatican suffers its own unique and mysterious crisis. Pope Pius XI has begun hearing voices, only whispers at first, but they grow with each passing night. He is convinced they are of divine origin, although many suspect the old man has gone mad. Could these ethereal voices lead the Papacy into a new golden era, or might they spell doom for the whole of Christendom and beyond?
This mod aims to create a fresh and bizarre experience for players with the introduction of the Vatican City State. Follow a story full of branching paths and a heavy dose of the supernatural, building up the Vatican’s military and industrial prowess along the way. This mod has been worked on over many months during the developers’ free time, and we plan to continue working on it for a while.
This mod was tested using historical AI, so it is recommended that you play on that.
– A new nation, the Holy See of the Vatican, with its own expansive focus tree, including three separate fleshed-out paths for democratic, communist, and non-aligned playthroughs, each with their own sub-paths (the fourth fascist route unfortunately remains in development at this point)
– Hundreds of new events to heighten the flavor, narrative, and gameplay options as you steer the Papacy towards heavenly glory or demonic ruin
– Multitudes of new potential leaders, generals, admirals, and advisors based on historical and biblical figures
– New portraits, focus icons, loading screen art, formable nations, and dynamic puppet names to enhance immersion
This mod alters the world map slightly by adding two new states in Italy, so you will likely experience compatibility issues when using it alongside overhaul mods like RT56. Mods that implement minor changes should work fine, but you will need to test them out.
The development team for this mod is fully welcoming of all constructive criticism. We would love to know what elements you thought worked or didn’t work.
If you identify a bug, please drop a post in our ‘Bug Reports’ discussion channel and let us know as much about it as possible so we have the opportunity to replicate it. Due to the small size of our development team, bug fixes are our top priority and will take precedent over additional content updates at this time.
Right now, most of our development resources are dedicated to the following tasks: Fixing bugs, polishing existing content, and keeping the mod up-to-date with each new patch release of the base game. There are currently not enough code-savvy people on our dev team to allow for us to put any major effort into developing the Infernal Wrath path. If you want this to change, you can either join our dev team (assuming you have coding/modding experience), or let other folks with coding/modding experience know that we’re recruiting folks for our dev team.
