Better Nordic Council
This updates the nordic council to actually be useful to the nordic nations (Iceland, Norway, Sweden, Denmark & Finland).
– Sets Max Focus Time Saved to 100 days, to avoid shared tree disadvantages (losing progress due to someone else completing first).
– Most shared nordic council focuses have been updated to include scaling modifiers. Overall all focuses have been buffed to be more useful.
– Some focuses which were exclusive are no longer exclusive.
– Decisions to use PP to immediately complete a shared focus, PP cost equal to what it otherwise would cost in days (can be turned off in game rules).
– Nordic Cooperation Decisions (can be turned off in game rules).
– Changed Focus trees to make working together more likely (not attacking other nordic council members and bypassing create own faction). Also prevent germany from attacking the nordic council.
