Compatible with 1.17.x. More appropriate taskforces for each missions. Makes navy experience more exciting!

Navy AI improved.
-Eng and ITA will focus on protecting the coast and competing the naval dominance on Mediterranean .
-Japan and USA will focus on naval dominance. By the pearl harbor debuff, USA will lose many fleets on Japan on early stage. But, by the huge industry, USA will recover and compete the naval dominance on the Pacific later.
– fixed the bug that ITA fleets is left out of the Mediterranean because of keeping home base on Ethiopia.
– Patrol recon fleet is now 1 CL and 4 DD. The vanilla recon fleet is 3CL. Which is too much waste when destroyed.
– Strike force and Patrol dominance fleet is much bigger.
This mod aims to fix that and incurs many large scaled navy battles.
+ Current vanilla taskforce and objective goals are broken (especially ENG).
ENG ai is sometimes having trouble making taskforces. It keeps making strike force continually and not assigning the missions. This is the fundamental game logic problem and there is no possible way to fix this problem right now. But, reloading the game will make ENG ai recalculate the behavior and solve the problem temporarily.
