Lenin’s Testament: Heirs of the Soviet Revolution

Vanilla-plus narrative reflavor for Hearts of Iron IV (target: 1.17.3) built around the No Step Back Soviet political arc.

Core idea / theme
This mod reimagines the NSB Soviet “purge / paranoia” framework as a succession crisis driven by Lenin’s failing health and the Party’s looming vacuum. The tension is not framed as cartoon terror-state villainy. Instead, it’s framed as “succession sabotage”: General Secretary Joseph Stalin exploiting control of the Secretariat and the Party apparatus—appointments, procedure, discipline, and paperwork warfare—to isolate rivals and poison a clean transition.

This is a story about power that doesn’t need to announce itself. The machine moves people, rewrites careers, blocks promotions, opens hearings, and quietly tightens the noose around Lenin’s intended transition—until the system either stabilizes under a successor or breaks into civil war.

What the mod DOES (features)

Lenin is the USSR leader at game start (1936)
• The Soviet Union begins with Lenin as country leader (with a custom character/portrait setup).
• Stalin exists as General Secretary in the mod’s narrative framing: he’s not “the guy with a gun,” he’s the guy with the files, the committees, the appointments, and the procedural choke points.

Major NSB Soviet text reflavor (vanilla-plus; mechanics preserved where possible)
This mod rewrites a large amount of Soviet-facing NSB text so the player experiences the same gameplay pressure as vanilla NSB, but through a different lens: succession management and sabotage.
• Focus names and descriptions are rewritten to fit the “Lenin’s Testament / heirs of the revolution” narrative while keeping the underlying structure intact.
• Paranoia is reframed as Secretariat sabotage—discipline, reassignment, committee pressure, file control, and manufactured “administrative crises.”
• Show-trial language is reframed as disciplinary hearings, authenticity reviews, and internal Party proceedings used to sideline opponents under a veneer of legality.
• Decisions/tooltips/labels are rewritten to reinforce this theme consistently (same gameplay beats, different story logic).

Automatic city renames (cosmetic only; applied on game start)
On day 0, the mod applies a one-time cosmetic rename pass to remove Stalin-era naming. This is cosmetic province naming only—no borders, claims, or state changes.

• Stalingrad → Volgograd
• Stalino → Donetsk
• Stalinabad → Dushanbe
• Kalinin → Tver
• Kirov → Vyatka
• Gorky → Nizhny Novgorod

“Lenin dies” announcement when the civil war begins (flavor cohesion)
When the Soviet civil war begins (vanilla triggers), the mod fires a one-time Lenin death announcement for narrative cohesion, reinforcing that the succession crisis has snapped and the struggle is no longer procedural.

Stalin succession on focus completion (center-path flavor beat)
Completing the focus “Stalin’s Cult of Personality” triggers an event announcing Lenin’s death and installing Stalin as leader (replacing Lenin as country leader). This is designed to feel like the apparatus “wins” the succession through timing, pressure, and control of procedure—not a sudden out-of-nowhere coup.

Main menu / title presentation
• Includes a custom main menu background to match the mod’s tone.

What the mod DOES NOT do (important for expectations)

• This is not a total conversion and does not add an entirely new Soviet focus tree. It is a narrative/immersion pass built to stay compatible with stacked modlists.
• No new map content: no new states, provinces, borders, or claims.
• No new tech tree, unit system, equipment overhaul, or economy rebalance.
• No ideology/faction rework.
• It is not designed as a “Stalin buff/nerf” balance mod. The point is the narrative framing and immersion, not rebalancing the USSR.

Compatibility / load order notes (stack-friendly, but not magic)

Generally compatible with:
• AI mods
• tech/equipment mods
• most graphics mods (except those that replace the same front-end background assets)
• many map mods (unless they alter the same province naming / IDs)

Potential conflicts with:
• major Soviet reworks that replace the NSB focus tree, Soviet events, or Soviet decisions wholesale
• mods that override the same on_actions, scripted effects, or USSR history setup
• other mods that replace the main menu background

Recommended load order:
• If you want this mod’s flavor text to “win,” load it after other Soviet localization/flavor mods.
• If you prefer another mod’s main menu background, load that mod after this one.

Target version / requirements
• Target HOI4 version: 1.17.3
• Designed around No Step Back content. Without NSB, much of the intended political arc will be missing.
• Language: English only
• Like most mods touching history/events/localization, checksum changes (achievements disabled).

Recommended Mods:
I have made a collection that includes a list of mods I am using with the Beta. The collection also includes a custom patch for Satisfying Puppet & Country Names and this mod. I highly recommend trying it for a great Vanilla Plus feel!

Incompatible Mods:
Currently, mods that alter the colors of your country like Colorize Country Fix do not work. I do not intend to make a patch for that mod or similar mods.

This mod is in BETA. Please, drop comments recommending changes to the mod for future updates. I want the official version of this mod to be as polished as possible.

Plans for Official Version at this time:
1. More rewrites of events, and I will revisit existing rewrites to improve the content.
2. Address any bugs or incompatibility issues that the community points out.
3. Address anything that doesn’t fit the mod’s premise/theme that the community points out.

Road to 56:
At this moment, I strongly do not believe this mod is compatible with Road to 56. I give the community full permission to make a mod that makes Lenin’s Testament and Road to 56 compatible.
