Improved American Commonwealth
Improved American Commonwealth is a small tweak to the join rule for that faction.
I found it odd that, if the UK falls to fascism or communism and the USA is the only major democratic power left, it still only allows US puppets to join it… and as the lights of democracy die out, it becomes less and less likely to fight for those remaining.
So what I did was created a new "Puppets Only USA" joining rule that the American Commonwealth starts with. Whereas the original can only be removed if the faction manifesto is above 95% (which would mean it can only start allowing nonpuppets to join if there are a lot of democracies around), this one can be removed if the manifesto is below 70%.
So, if democracy starts to fail around the world, the US can step up, plant itself like a tree beside the river of truth, and tell the communists and fascist, "No, you move."
As an added bonus, this faction rule no longer causes an autonomy loss in puppets, because the US policy was to build up the Phillipines (they already had an agreement to release them in the future) and it doesn’t make sense for a faction with a goal of seeing more independent democracies would restrict the autonomy of a fledgling democracy.
