Better Mechanics: Ultimatums

Diplomacy is the art of saying ‘nice doggy’ until you can find a rock.


Fed up with the binary choice between "Justify War Goal" and "Declare War"? Ultimatums drops a deep, realistic, high-stakes diplomatic layer straight into Hearts of Iron IV.

If you’ve used other demand mods before, forget them. Better Mechanics: Ultimatums is the most historically grounded, mechanically deep diplomatic overhaul HOI4 has ever seen. Nothing else in this space comes close to what’s going on under the hood.


How To Send Ultimatums❔

Left-click on a neighbouring nation, and the menu should appear on the top left of your screen, below the flag of the country you control.


The Engine 🧠

I am a big fan of history and so it pains me to see inaccuracies in a game I love so much. Therefore I have designed the engine to be as close to reality as possible. I made to sure include as much things as possible for the AI to weight. Since it’s quite complicated, It will get frequent updates if I detect an inaccuracies.

Some of the factors it weighs include, but are NOT limited to:

  • βš”οΈ Military Power – Fielded manpower, division counts, and strength.
  • βš–οΈ National Stability – Nations falling apart internally are far more likely to cave under outside pressure.
  • πŸ”₯ War Support – A population ready to fight will push their government to choose death before dishonour over a humiliating backdown.
  • πŸ›οΈ Political Ideology – Ideologies react differently to others.
  • πŸ’£ Current Conflicts – Whether either side is already tied up in another war matters a lot.
  • πŸ“œ Diplomatic History – The long-term relationship between your nations and how you’ve treated each other in the past.
  • 🀝 Alliances – How strong is the faction standing behind your target?
  • πŸ›‘οΈ Independence Guarantees – A major power with a guarantee on the table is a serious deterrent.
  • πŸ›‘ Aggression Fatigue – You can’t bully a nation forever. Push too hard for too long and they’ll realise that they might as well fight.
  • πŸ’Ž Demand Severity – The importance of what you’re actually asking for.
  • πŸ“ Territorial Scale – How much of their total land are you trying to take?
  • ⏱️ Deadline – How much time do you even give them? They might make a rushed decision…
  • πŸƒ Bluffs – If you’ve backed down before, the AI remembers. All bark and no bite only works once.


What Can You Actually DoπŸ“‹

πŸ—ΊοΈ Territorial Demands
Force a nation to hand over land without firing a shot. In 1938, The German Reich took the Sudetenland without a fight. In 1939 they demanded the Polish Corridor. One country folded, the other didn’t.

πŸ’° Economic & Resource Demands
Take what’s in the land without taking the land itself. In 1941 the Allies cut off Japan’s oil supply, leaving Tokyo with two years of fuel and a choice to make.

🏴 Subjugation
Bring a nation or parts of a nation under your direct control. In 1939, Germany walked in and declared a protectorate. The ultimate pressure short of all-out war.
