Nobody understands HOI4 navy.

Fear not, Admiral.

The Naval War College exists for commanders who looked at screening efficiency, positioning, convoy escort efficiency, submarine visibility, task force engagement risk, and immediately decided that perhaps invading the Soviet Union by bicycle would be easier.

Construct the Naval War College for five civilian factories over ninety days and your officers will finally have somewhere to learn concepts more advanced than “put the big ships in one deathstack fleet.”

Spend fifty naval experience to enroll your admirals in extended naval exercises and war games. Then provide equipment over three training phases while your dockyards desperately attempt to keep up with the curriculum. Naval mastery is not achieved overnight. Especially when half your fleet is somehow out of fuel in the English Channel.

Updated to include academy upgrades, doctrine programs that boost mastery, the ability to appoint a Commandant to mentor future admirals.

Each completed course grants a 180-day idea boosting expertise in the chosen doctrine track. Bonuses scale with tier.

There is only one training slot.

This is intentional.

The Naval War College recognizes that if you attempt to simultaneously understand carriers, submarines, mine warfare, screening efficiency, convoy raiding, amphibious support, naval bombers, and whatever the hell “positioning” means, your brain will immediately be hit with a negative stability modifier.

Pick a doctrine.
Commit to it.
Pray it works.

The Admiralty welcomes reports regarding bugs, balance concerns, and alleged sightings of functioning Italian AI fleets. Correspondence may be submitted through Steam comments or the mod page. Diagrams explaining naval combat are appreciated, though historically ineffective.
