自动授勋（auto medal）

因为在评论区看见有人说那个自动发勋章的失效了，实际上没有( https://steamcommunity.com/sharedfiles/filedetails/?id=3614262539 )。因为他写的是隐藏国家精神且由on action 添加，所以不直观。我就做了个决议版的，可以直观的看见添加了国家精神。

Actually, it is still working — it’s just that the original design uses a hidden country ideas and adds it via on_action, so it’s not very intuitive. 2.版本更新之后本决议可见就不要在乎版本号不对的报错。
3.上限6 -> 197699。
4.可兼容所有mod。
