Unlimited Politcal Power (2)

The idea is simple: with one decision you get 99,999 Political Power. That’s basically as much as you’ll ever need.
The cap of 99,999 is enforced through defines, so it applies to everyone, including the AI. They can’t go above that either.
A lot of people asked whether the AI should be able to use the decision too. Since opinions were pretty split on that, I added a game setting for it. Before you start your game, you can go into the Game Rules and choose whether you want the AI to be able to use the decision or not. By default it’s disabled, so the AI won’t touch it unless you explicitly allow it.
