In 1936, the Qin warlords have established absolute dominance over the Guanzhong Plain and Longxi. Yet this once-prosperous region, the cradle of the Han and Tang dynasties, has long since lost its former glory. Ying Hao, leader of the Qin warlords, is forced to compromise with the Nationalist government, becoming yet another faction among its many rivals. Though the Guanzhong-Longxi region has once again fallen into desolation, the very foundations that enabled reform during the Qin dynasty have returned to this land. With the devoted assistance of civil and military talents carrying on the legacy of the pre-Qin and Qin eras, the lands of Sanqin may once again undertake reform and stand proudly at the pinnacle of Chinese civilization.

If fortune allows, this region—which gave birth to the most illustrious Han and Tang dynasties—shall once again rise as a peerless hegemon, gazing down upon the forest of nations.
