Move beyond Political Power and Civilian Factories. Welcome to the shadow economy expansion for Hearts of Iron IV, where Cold, Hard Cash ($) is your greatest weapon.

• National Bank & Treasury: Manage loans and interest risks via the banking interface, directly tracking your treasury’s income, expenses, and net cash flow.
• Resource Exchange: Buy or sell essential raw materials directly on the live market for cash to manage your economy.
• Territory Acquisition: Make direct cash offers to purchase foreign territory via private contracts. The AI evaluates offers based on its own budget.
• Private Military Companies (PMCs): Hire instant-deployment mercenary divisions via drop zones to secure critical fronts.
• Underground Facilities: Build off-map, uncapturable civilian and military factories to protect your core industry from bombing and occupation.
• Expanded Arms Market: Purchase surplus infantry gear, support equipment, and heavy artillery directly from a monthly rotating black market catalogue.

• Open the market via the topbar interface. To target states or deploy PMCs, click SET LOC, select the target map province, and hit CONFIRM.
