Industrial Planning Assistant
- Old World Blues 需要同时启用 OWB 兼容补丁。

Should this state build factories immediately or improve infrastructure first? Run one decision and let the planner calculate it for you.
The mod reads the current construction conditions of your country and its core states. For civilian and military factories, it compares building every projected free slot directly against improving infrastructure first, then presents recommendations through reports, decisions, and map markers.
- Generates separate civilian and military plans, grouped by recommended infrastructure target or direct construction.
- Lists state names, projected free slots, and infrastructure payback time in the report.
- Highlights matching states on hover; toggleable map markers show detailed state results.
- Clears old markers and displays the latest result whenever the plan is recalculated.
- Shows current construction-speed modifiers for infrastructure, civilian factories, and military factories in the Construction interface.
- Infrastructure costs 6000 IC, civilian factories 10800 IC, and military factories 7200 IC.
- National, building-specific, and state construction modifiers, including dams and similar state effects, are included.
- Only owned and controlled core states are planned. Building slots from one future industry tier are projected; before 1937, the 1937 industry technologies are assumed complete.
Let I be current infrastructure, L the target, N projected free slots, and C factory cost. Sinfra and Sfactory are the current combined construction-speed multipliers, excluding the multiplier supplied by infrastructure levels themselves.
The mod evaluates every reachable value from L = I through 5 and selects the lowest T(L). C is 10800 for civilian factories and 7200 for military factories.
Let M be the civilian factories currently assignable to one construction line, capped at 15, and E the current energy fulfilment ratio from 0 to 1:
The mod also compares both routes factory by factory. The first factory at which the infrastructure-first route catches the direct route is the reported payback factory count.
Do not complete the entire report at once. Build part of the plan and recalculate after roughly one year, or sooner after major changes to industry technology, economy law, construction speed, or building slots.
- Supports HOI4 1.19.* and requires no DLC.
- Directly compatible with Kaiserreich, Kaiserredux, The Road to 56, Communist Japan Rework: Shattered Empire, and mods that increase state building slots; up to 72 free slots per state are counted.
- Old World Blues requires the OWB Compatibility Patch.
- BlackICE requires the BlackICE Compatibility Patch.
- Other mods generally work when they retain the three building costs, maximum infrastructure level, and industry-technology building-slot bonuses. Major changes to the Decisions or Construction interface may cause display conflicts.
The next generation is planned as a rolling nationwide construction planner that considers available civilian factories, construction-line limits, expected war timing, economy-law changes, and the cumulative output of newly completed civilian factories.
If this tool helps, please consider leaving a free thumbs-up. Bug reports and suggestions are welcome in the comments, and I will make improvements as soon as I see them.
