Adds a unique occupation law for Neutrality and Fascist Japan. Officially referred to by the Japanese military on Wikipedia as the "Sanko Sakusen" (烬灭作战), but more commonly known as the "Three Alls Policy" (三光政策).
This mod contains minimal changes and should be fully compatible with most other mods.
Current Occupation Law Modifiers:
