Description:

Increase max commanders levels and skills.
Max levels and skills to 20(from 9 and 10) except for logistic skill(is default 10, see release note)

Mod is for hoi 1.7.* and doesn’t overwrite vanilla files

PS: Paradox have removed the traits limit from define and now there is an hardcoded limit for addable traits
