Create Factions = Yes Decision
This simple Mod adds a new Decision to allow the Creation of Factions for any Nation! Compatible with Save-Games & most other Mods! (not Kaiserreich) Ai won’t use it!

Some countries have National Focus Tree Paths that do not let them create Factions! Which is totally annoying! This mod makes it possible for any nation to Create Factions now!
You do not have to start a new save-game!
It is set to "fire only once" and thus once you have taken the decision it will naturally disappear from the Political Actions Decisions tab the day after you have taken the decision.
You also do not have to run the mod again after you used the Decision. It sets a permanent rule for your country which lasts for the whole save-game and thus once you have taken it and later restart the game you don’t need to activate the Mod again for that Playthrough!
Full Change Log:
Created a new decision in the political actions tab:
-New Decision to set the Rule for "Can Create Factions" to "Yes".
-Set the Prerequisites to take the decision to "always true" so it can be taken anytime by anyone.
-Set to "fire_only_once = yes" so it will disappear after it has been taken and doesn’t clog the Decisions tab needlessly.
-Set "AI_will_do = 0" so the AI nations will not take the decision.
-Set to be visible only when you aren’t in a faction already.
-Created a unique .txt file for the decision to maximize compatibility with other Mods that alter or add decisions.
Compability with other Mods:
As this mod does not alter any existing game files it is compatible with basically all other Mods that don’t completely remove the Create Faction button in the diplomacy window!
I put it under the "political actions" tab and did not make a new category for the decision as then I would have to edit the Decision Category file and that would make it not-compatible with mods that add decisions. This way it is compatible with Mods that add Decisions to the game!
Sadly it seems to not be effecting the "Kaiserreich" Mod much… You can take the decision but it won’t help you much as they removed the Create Faction button altogether it turns out so even if you are now allowed to create a faction you still cannot Create one because of the missing Button! funnily enough since I initially created the Mod because someone in the forums wanted help creating a faction in Kaiserreich! 😀 #Sad
But for nearly every other Mod it should work! And for Vanilla HOI4 ofcourse.

Dieser simple Mod ermoeglicht es fuer alle Laender eine Entscheidung zu treffen welche die Regel Allianzen zu kreiieren auf Ja stellt! Daher braucht man also nichtmehr einen speziellen Nationalen Fokus erforschen um eine Fraktion gruenden zu koennen.
Die Ai nimmt die Entscheidung nicht! Der Mod ist Save-Game kompatibel es muss also kein neues Spiel gestartet werden!
Die Entscheidung verschwindet von selbst nach einem Tag nachdem sie genommen wurde damit sie das Interface nicht weiter zumuellt.
Da der Mod keine Datei ersetzt sondern eine neue txt file erstellt ist der Mod mit fast allen anderen Mods kompatibel! Auch Mods die Entscheidungen veraendern oder hinzufuegen!
Leider ist der Mod jedoch nicht kompatibel mit Kaiserreich da Keiserreich den "Create Faction" Button komplett aus dem Spiel entfernt hat also nutzt es leider nichts eine Allianz theoretisch erstellen zu koennen!
Die Regel wird ausserdem permanent in dem Spiel gesetzt daher muss man wenn das Spiel spaeter neu-gestartet wird den Mod nichtmehr ausfuehren fuer den Save.
