I experimented with trying to fix carrier overstacking penalties previously but had problems getting the mod to work. This new "revitilization" simplifies things a bit. This mod edits the normal game define values in a way that for each additional carrier involved in a battle past an initial carrier takes away 2.22% of flight space/launched planes. This works out to roughly 33.33% air wing penalty for every 15 carriers past the initial. This, I feel, is more historical and allows you to use much more carriers in a naval battle effectively. No longer are you crippled by a strike force of 4 carriers. You can actually build realistic WWII strike forces.

Historical Basis:
As I’ve mentioned in the previous version of this mod, it would seem to be that admiral Marc Mitscher was possibly misquoted about his use of four carriers, which this game relies on for the overstacking penatly. In actuality the main naval strike force of the US in WWII consisted of 17+ carriers and was used very successfully.

The vanilla game does, what I consider, a poor job in balancing air traffic penalties for carrier naval battles. I opted for a simplification of the system. In the perfect scenario of 1 single carrier, it has the whole ocean to launch planes (100%). For each additional carrier, 2.22% of the airspace is taken up and so that many less planes can launch. This works out to a third of all planes being grounded for every 15 carriers past the initial. If we look at the historical US naval strike force in WWII this would indicate that around 2/3 of all it’s planes could be flying at the same time. I feel this models a very accurate and realistic airspace simulation.
