Rebalanced version of the Hearts of Oak 2 mod: https://steamcommunity.com/sharedfiles/filedetails/?id=2566601386

Current main features:

-Changed the colors of the United Kingdom and the USSR and make them more stylish

-Make the USSR less industrialized by adding 20 consumer goods into the five-year plan idea

-Spain isn’t involved in World War II

– America doesn’t join World War II early by guarantees

-Reduced some national focus time of the Soviet Patriotic War

-Now The Winter of 1941 removes 1,000,000 million manpower from Germany, to give more realism and balance

-The Great German Reich can be formed by controlling Minsk or Kiev

-Removed speed limit

-Adjusted general plans (for Germany)

-Modified various ideas

-Removed difficulty (the mod is already hard without it)
