Inca Empire

Introduction
The Inca state lost many territories to the spanish conquistadors, and after the unsuccesful attack on Lima, Manco Inca made the ultimate decision to retreat with everyone and everything into the jungle where he erected the settlement Vilcabamba. This micro nation clung to life for decades until in 1572, 36 years after the Civil War between Huascar and Atahualpa, an Inca soldier killed a spanish ambassador.
The Spanish, claiming that ambassadors are free under international law, took it as a declaration of war. But native tribes don’t know about international laws right? And so the last son and current Emperor Tupac Amaru was captured and executed in his Inca settlement by the spanish after a long and brutal skirmish.
Mod Story
In this timeline, no ambassador was killed and no other severe guerilla conflicts took place,
leaving the Inca’s in the jungle to govern their small state in relative peace.
From here on, the Inca’s managed to survive well into the 20th century.
The empire in its current state.
You start out with a fragile Inca nation no larger than the Vatican City, plummeting into political instability without an army and will have to make do by guerilla warfare, luck and plunder with an unpopular conscription policy (due to Mita) that you have to rectify in order to suppress worker protests in a nation plagued by Panaca. The ‘Mummy Groups’ who all hold onto the wealth of previous Emperors. These can be offsprings, relatives and elite Inca’s of society.
Peru is pretty hard to deal with. There are two ways you can approach them.
1# Heal the State
Work away the flaws of the Inca’s without taking the path ‘Recovery of the Sun’. In the modern tree you’ll receive the option to consume Peru’s manpower pool. If you go democratic to ‘Invite a Politician’, Chili will be able to join your war against Peru. This is the long way.
2# Sick and Dauntless
Pick ‘Continue the fight from the woods’ before anything else to unlock the next two as fast as possible and receive eight scrawny divisions out of the blue. Then, pick a Political branch only to unlock ‘Crusade Focus’. Now, without giving a dime for your people, army or economy, pick ‘Operation Lima Revenge’ and Blitz your way through all cities in the south, evading fights.
Some might be occupied. Don’t worry, stop attacking them for a moment to see if they leave their positions to support other parts of their borders. If so, invade the city. If this doesn’t work, then Peru has managed to build up their forces. Just restart and pick Inca’s again.
This is the short way, and the one that I personally prefer.
