OWB – Tehuantepec Canal
Over twice as long as the Panama Canal and built in nearly under half the time it took to create the venerable waterway, the Tehuantepec Canal was one of the last wonders shaped by the Old World.
Finished only a few years prior to the Great War, the Tehuantepec Canal was intended to draw away ships from the heavily congested route further down south. When finished it served everything from warships headed eastwards towards China to tankers loaded down with Mexican black gold.
In the years since the war traffic through the strait has dropped significantly. Its intricate sets of locks meticulously maintained by specialized robots are now traversed by boats and dinghies, the fleets of the Old World no more.
OWB – Tehuantepec Canal is a submod of Old World Blues which adds the fictional Tehuantepec Canal to the state of Costa Cafeínada.

No. As this is my first HOI4 mod and I am not that much of a coder in general I thought it best not to attempt to implement the mechanic with my limited understanding.
