-removed other option for extended resources, decreasing resources total in the world. This slow downs snowballing, and forces either trade, trade backs, or expansion. Considering lowering this further.

changes to war goal decision (cheaper, shorter but longer cooldown)
changes to the deveop industry focus (costs 150pp now, but 50% more factories, below 35)
