Monthly State Population Growth Modding Resource
This resource adds the state_monthly_population modifier made by @randi_moth on Discord, which will modify the monthly gain of population by that percentage, used like any other modifier. An equivalent to that modifier does not exist, since monthly_population is only for countries. If Paradox adds an equivalent to state_monthly_population, this will become redundant and will be deleted.

This mod also assigns a dynamic modifier to each state with a random modifier assigned to it from -100% to 100% for testing purposes.
Credit in the mod description is not necessary, leaving the credit within the files is enough.
