Player Border Conflicts
player can initiate border conflicts with AI. Intended as a proof of concept, feel free to incorporate this into other mods. Note that this directly overwrites WTT_border_conflicts.txt and CHI_decision_categories.txt, so you may want to split the relevant parts into their own files if you want to keep things seperate.
