Description:

This is a lightweight mod that adds a variety of decisions which allow you to grow your country’s infrastructure and industrial capacity at the expense of pp and tying up your factories for months at a time. It was designed for those like me who like playing minor nations and building them up into superpowers. While I tried to make the larger rewards have larger costs, it is not meant to be balanced nor historically plausible.

Update 2021/12/6: Changed Urbanization Upgrades Levels 2-4 to also require state infrastructure upgrade 3 to prevent people from being able to upgrade any sparse urban or higher province immediately.

Also modified prospecting chances to reflect the new max level of state infrastructure (in general, you should see better results now)

Update 2021/11/23 #2: Urbanization Decisions fixed/changed. Now instead of there being 3 upgrades at increasing cost, there are 4 flat cost upgrades to go to
1) Sparse Urban
2) Dense Urban
3) Metropolis
4) Megalopolis

You should always be able to urbanize if your selected state is either at sparse urban or higher, or has infrastructure upgrade level 3 or higher, up to a megalopolis.

Update 2020/6/8: Added a new prospecting feature to allow you to search for new sources of resources. Initially, success will be very unlikely, but as you increase your infrastructure and your excavation technology you will not only succeed more frequently, but will find more resources per event on average. Of course, it’s all chance based, so there’s always a small chance you’ll fail with max technology or strike it big in 1936.

Features:
states with high levels of infrastructure will unlock new decisions to upgrade their building slots, factories, urbanization, and research capacities. Upgrades are:

####Building Slot Upgrades: The basic upgrade, relatively fast and cheap and required to unlock the more advanced upgrades
Infrastructure Upgrade 1:
requirements: state infrastructure level 3
cost: 25 pp
time: instant
reward: 1 extra building slot

Infrastructure Upgrade 2:
requirements: previous level + state infrastructure level 4
cost: 25 pp, 5 civilian factories
time: 30d
reward: 1 extra building slot

Infrastructure Upgrade 3:
requirements: previous level + state infrastructure level 5
cost: 50 pp, 10 civilian factories
time: 60d
reward: 2 extra building slots

Infrastructure Upgrade 4:
requirements: previous level + state infrastructure level 5
cost: 75 pp, 15 civilian factories
time: 60d
reward: 4 extra building slot

####Steel Mill Upgrades: Still Relatively cheap, but a little more expensive and time consuming than the building slots. Upgrades your raw steel production

Steel Mills Upgrade 1:
requirements: Infrastructure Upgrade 2 + Excavation 1 tech
cost: 25 pp, 5 civilian factories
time: 60d
reward: +6 raw steel production

Steel Mills Upgrade 2:
requirements: previous level + Excavation 3 tech
cost: 25 pp, 15 civilian factories
time: 90d
reward: +10 raw steel production

####Urbanization Upgrades: Require more investment and time than standard building slot upgrades, but scale better late-game with max factories in state multipliers
There are 4 "breakpoints" in state type and each urbanization decision will upgrade the state to the next one. Theoretically this means you could upgrade any state into a metropolis given enough time and resources. The breakpoints are:
-Sparse Urban
-Dense Urban
-Metropolis
-Megalopolis

Urbanization Upgrade 1:
requirements: Infrastructure Upgrade 3
cost: 100 pp, 15 civilian factories
time: 60d
reward: upgrade state to next tier

Urbanization Upgrade 2:
requirements: previous level
cost: 100 pp, 25 civilian factories
time: 90d
reward: upgrade state to next tier

Urbanization Upgrade 3:
requirements: previous level
cost: 150 pp, 35 civilian factories
time: 120d
reward: upgrade state to next tier

####Research Upgrades: Invest in universities in your metropolises for stacking research bonuses and an additional research slot
University Investment:
requirements: Infrastructure Upgrade 3 + is a metropolis or megalopolis state
cost: 100 pp, 8 civilian factories
time: 120d
reward: 2% stacking research speed boost, up to 20% max

National Research Institute:
requirements: University Investment, Unique 1 per country
cost: 150 pp, 15 civilian factories
time: 60d
reward: +1 research slot
