Idea Slot Changes
Political advisor slot changes from 3 to 6.
High Command slot changes from 3 to 6.
Theorist is divided to Theorist of Army, Theorist of Navy and Theorist of Air Force.

Officer Corps Changes
New interface for the Officer Corps interface, compatible with 6 High Command slot.
Move the Theorist of Army slot into the Army Command.
Move the Theorist of Navy slot into the Navy Command.
Move the Theorist of Air Force slot into the Air Force Command.

Character changes
All the countries Theorist with ledger air change to Theorist of Air Force.
All the countries Theorist with ledger navy change to Theorist of Navy.
