Basically removes the 99% chance that nothing happens when Hitler disappears in the German civil war, making it 50% chance of Adam Hilt, and 50% chance of Señor Hilter, also makes the US always opt to install Hilt when they get the opportunity.
If Argentina goes fascist with ToA enabled they will always get Hitler, as the case in vanilla.
