NOTE: Load this below ‘NCR Territorial Administration’ and ‘OWB: Better Ideologies’

SIDE NOTE: This does have a few unfortunate side effects such as: NCR won’t have unique "NCR Territorial Administrations" Leaders, and the unique ideologies GFXs for NCR Puppets won’t show up.
